This bill proposes to amend Massachusetts General Laws, Chapter 90, Section 2E, to allow for the creation and distribution of special license plates for private passenger motor vehicles. These distinctive plates would feature a design developed by the "Complete Streets advisory committee," a group established by Chapter 90I of the General Laws. Owners applying for these plates would pay an additional fee of at least $50 on top of the standard vehicle registration fee. The revenue generated from this additional fee, after covering the costs of producing the plates, would be directed to the "Complete Streets program," also created in Chapter 90I. This program aims to encourage cities and towns to consistently incorporate "complete streets" design elements and infrastructure into their locally funded road projects, promoting safer streets for all users, including cyclists. If the Complete Streets program were to be dissolved, the registrar would have the option to either stop issuing these special plates or redirect the remaining funds to a tax-exempt organization (under section 501(c)(3) of the Internal Revenue Code) that supports the goals of promoting complete streets in municipalities.
