This bill establishes a Commonwealth Solar Program aiming for 20% solar electricity by the end of 2025, and mandates the creation of an energy storage program by January 1, 2017, to promote cost-effective systems that reduce emissions, manage electricity demand, and improve grid reliability. It also adjusts net metering, a system where customers with renewable energy systems receive credit for excess electricity sent back to the grid, by setting a 1600 megawatt limit for solar photovoltaic facilities and a 3% limit for other types of net metering facilities based on a distribution company's peak load, while exempting certain municipal and governmental entities from these aggregate capacity limits and also exempting community shared solar energy systems, which are collectively owned solar projects serving multiple users, from taxes for 20 years.
