This bill establishes "Commonwealth technical rescue regions" and a "Technical Rescue Coordinating Council" to improve the organization and coordination of technical rescue training, services, and equipment across Massachusetts. The Secretary of Public Safety and Security and the State Fire Marshal, in collaboration with the Fire Chief's Association, will create these regions, which will be overseen by the Council. The Council, composed of various public safety officials and representatives from fire associations, will develop uniform standards for technical rescue services and cost recovery mechanisms, though cost recovery will not apply in certain situations involving residents, non-commercial activities, or lawful conduct. The Council will also manage a dedicated "Technical Rescue Services Fund" to support the regions' operations, equipment, and personnel training, with an annual report to be submitted to the Secretary of Public Safety and Security.
