This bill amends Section 7 of Chapter 94C of the General Laws to specify who is authorized to administer controlled substances, which are medications that are regulated due to their potential for abuse or addiction, categorized into schedules II through VI. The bill clarifies that only licensed professionals such as dentists, nurses, physicians, podiatrists, perfusionists, optometrists, or veterinarians, or students in training under their supervision, can administer these substances. However, it carves out exceptions, allowing for self-administration by individuals who understand their medication and can supervise an unlicensed person, the administration of epinephrine pens during emergencies, administration by emergency medical system personnel, and administration by a patient's domestic partner or family members.
