This bill amends Section 31 of Chapter 94C of the General Laws, which deals with controlled substances, by updating the list of substances classified as Class B drugs. Specifically, it removes existing subsections (a)(5)-(8) and inserts new ones that define Class B substances to include any material, compound, mixture, or preparation containing specific chemicals, their salts, isomers, and salts of isomers, whenever possible. The newly added substances include Phenyl-2-propanone (p2p), Phenylcyclohexylamine (PCH), Piperidinocyclohexanecarbonitrile (PCC), and importantly, 3,4-methylenedioxy methamphetamine (MDMA), commonly known as ecstasy, which is now explicitly defined and scheduled. This change aims to clarify and potentially expand the legal definition and control of these substances within the state's mental health and substance abuse laws.
