This bill mandates that all state and local law enforcement officers must wear and activate body-worn cameras, which are defined as electronic devices that record both audio and video, during all official interactions with the public, and officers must inform individuals when they are being recorded. To fund this initiative, a mandatory five-dollar surcharge will be added to all monetary penalties, such as fines, imposed by general sessions, magistrates, and municipal courts for misdemeanor traffic offenses and other violations where a ticket or citation was issued. This surcharge cannot be waived or reduced and the collected revenue will be transferred to the law enforcement agency that issued the original ticket or citation to be used exclusively for purchasing and equipping their officers with these body-worn cameras.
