This bill requires any recycling contractor, which is a business that collects, consolidates, or processes materials for reuse or recycling, to register with the department of environmental protection before operating in the commonwealth or any municipality. The registration application, provided by the department, must include the contractor's name and contact information, as well as a description of the services they use to recover, reuse, or recycle materials. If the initial application is incomplete, the contractor will have 30 days to submit a revised application addressing any issues identified by the department.
