This bill establishes a special commission to investigate and study the financial connections, or "nexus," between law enforcement and the insurance industry, particularly focusing on the auto insurance sector. The commission will specifically look into how much money the auto insurance industry saves due to law enforcement's involvement in areas like traffic safety and enforcement, accident investigation, dealing with theft and vandalism, combating insurance fraud, and sharing data and administrative support. It will also examine how these savings are passed on to individual policyholders or groups of policyholders and insurance companies. The commission, which will include various state officials like the Secretary of Public Safety and Security (who will chair it), the Commissioner of Insurance, legislative committee chairs, and representatives from law enforcement and the insurance industry, is required to hold at least two public hearings and report its findings to the state legislature by July 1, 2015.
