This bill authorizes the commissioner of Capital Asset Management and Maintenance, referred to as the "commissioner," to sell, lease, or otherwise transfer an interest in a specific parcel of land in New Bedford, known as the "armory parcel," to one or more developers. The commissioner will determine the exact boundaries of this approximately 1.28-acre parcel after a survey. The transfer must be conducted through competitive processes, with public notice published in the central register at least 30 days before bids are due. The bill also allows the commissioner to grant or retain rights-of-way for access, utilities, and drainage across the armory parcel and adjacent state property. The sale price will be the full and fair market value, determined by an independent appraisal that must be reviewed and approved by the inspector general within 30 days. Before conveying the land, the commissioner must submit the inspector general's report to legislative committees. The developer acquiring the land will be responsible for all transaction costs, including surveys and appraisals, as well as any future liabilities associated with ownership.
