This bill requires the Commissioner of the Department of Revenue to review all rules and regulations issued by the department at least once every five years, evaluating their necessity, clarity, and relevance based on established criteria such as statutory authority, costs and benefits to the Commonwealth and taxpayers, the impact of combined regulations, and any duplication. The Commissioner must then report their findings and recommendations, including any proposed changes to regulations or laws, to the Governor, the Secretary of Administration and Finance, the joint committee on state administration and regulatory oversight, and the House and Senate committees on ways and means, by December 31st of each year a report is due.
