This bill requires the Department of Energy (DOE) to review its "green building programs," which are defined as any programs listed in a specific Government Accountability Office (GAO) report from 2012 that aims to reduce duplication and overlap, and are administered by the Secretary of Energy. By October 1, 2015, the DOE must publicly report on the outcomes of these programs, including their administrative expenses, expenditures for services, the number of people served, the number of employees involved, the types of services offered, and the types of recipients who benefit. Furthermore, by January 1, 2016, the DOE must analyze whether any of these programs should be eliminated or consolidated, propose methods to improve them by setting goals or increasing collaboration, and identify which programs were specifically authorized by Congress versus those carried out solely under the DOE's own authority.
