This bill amends existing law to require state agencies to conduct a "life-cycle energy analysis," which is defined as a comprehensive assessment of the total energy implications and resource consumption across various areas like water, electricity, transportation, gas, waste, and materials, presented in understandable units. This new analysis will be required alongside existing "life-cycle cost estimates" when state agencies are evaluating the construction or substantial renovation of facilities that impact energy or water use, with the goal of establishing benchmarks to improve sustainability. The bill also mandates that the Division of Capital Planning and Operations develop a methodology for this analysis by January 1, 2015, and that the Division of Energy Resources report on agency compliance annually.
