This bill amends Chapter 7 of the General Laws by adding a provision to Section 43H that requires all new leases, tenancies at will (which are informal rental agreements that can be ended by either the landlord or tenant with proper notice), or other rental agreements for property by the Commonwealth to include a justification for the need for the property and a clause allowing the Commonwealth to terminate the agreement if the need is no longer apparent or justified. Additionally, the director of facilities management is tasked with reviewing all existing rental agreements to ensure that any renewals or extensions also include this termination clause, aiming to prevent waste and ensure the efficient use of leased or rented facilities by state departments, courts, commissions, boards, or state office buildings.
