This bill proposes the creation of a new chapter in the Massachusetts General Laws to establish a Literacy Tax Credit (LTC). The Massachusetts Department of Education would be responsible for setting the standards for approving individuals who wish to act as Literacy Sponsors, and detailed records would be kept and analyzed to ensure the program's effectiveness and allow for improvements.
