This bill aims to promote financial stability and asset development for low-income parents and individuals receiving transitional assistance. It mandates that the Department of Transitional Assistance inform recipients of programs like Transitional Aid to Families with Dependent Children (TAFDC) about vocational educational training options, including adult basic education and higher education, and how to access them at little to no cost, and to provide counseling on debt-free training access through programs like the Workforce Investment Act and PELL grants. The bill also proposes using funds to expand integrated skills training programs, allowing individuals to use vocational training to meet work program requirements, and granting extensions for time-limited benefits to complete these programs. Furthermore, it removes resource limits for those eligible for emergency aid to elders, disabled, and children, establishes a work expense deduction for TAFDC recipients to cover costs like transportation and clothing, and ensures that payments from work-study programs and education grants are not counted as income or resources for eligibility in these aid programs. Finally, it allows up to $10,000 in assets to be excluded from resource limits and lump sum income rules if spent on education, training, transportation, housing, debt reduction, business startup, healthcare, or other approved expenses, encouraging asset development and preventing homelessness.
