This bill, concerning public service and reducing other post-employment benefit liabilities, proposes to amend existing Massachusetts General Laws to allow certain governmental entities to opt out of providing certain health insurance benefits to employees hired after specific dates. Specifically, it adds a provision to Chapter 32A stating that Section 10 of that chapter will not apply to employees whose service begins after January 1, 2016. Furthermore, it introduces a new section to Chapter 32B that permits counties (excluding Worcester county), cities with specific charter types, regional school districts, districts, and towns to vote to discontinue providing "blanket hospital, surgical, medical, dental and other health insurance upon retirement" for employees whose service begins after January 1, 2016, or after the date of the vote, whichever is later. "Other post-employment benefit liabilities" refers to the costs associated with benefits, like health insurance, that employers promise to provide to former employees after they retire.
