This bill amends existing law regarding the central registry of voters, which is a list of registered voters. The key change is that while the names and addresses in this registry will generally not be public record, specific information including names, addresses, registration dates, voting history, and dates of birth will be provided at no cost to the jury commissioner and adjutant general. Additionally, this information will be accessible to state party committees, statewide candidate committees, and state ballot question committees for a fair and reasonable cost, not exceeding the expense of printing or preparing computer-readable documents. Furthermore, organizations with specific Internal Revenue Service (IRS) tax statuses like 501(c)(3), 501(c)(4), 501(c)(5), and 527s, as well as Political Action Committees (PACs), can obtain this data for a $1000 fee, which allows them to use it for civic engagement, public policy advocacy, and political advocacy. The State Secretary is empowered to refuse requests from organizations that have previously misused this data and must provide a written explanation for any denial.
