This bill amends the National Energy Conservation Policy Act to encourage the use of alternative fueled vehicles, which are vehicles that run on fuels other than gasoline or diesel, and the infrastructure needed to support them. Specifically, it expands utility incentive programs to include measures that support these vehicles and their fueling or charging stations. It also modifies Energy Savings Performance Contracts, which are agreements where a third party finances energy efficiency improvements and is repaid from the savings generated, to allow them to include petroleum reduction through alternative fueled vehicles and their supporting infrastructure as a measure of energy savings. The bill also clarifies definitions within these contracts to explicitly include alternative fueled vehicles and their infrastructure as eligible for such contracts.
