The study will examine how these mechanisms affect electricity prices for consumers, the development of new power generation, the maintenance of existing power plants, and the overall competitiveness of energy markets, including the possibility of unfair practices or manipulation in the auctions. The GAO will then report its findings to Congress, assessing whether these auctions and mechanisms are resulting in electricity rates that are fair and reasonable.
