Bill Summary

Expressing the sense of the Congress that the National Institutes of Health should encourage a global pediatric clinical trial network, and for other purposes. Expresses the sense of Congress that: the National Institutes of Health (NIH) should encourage a global pediatric clinical trial network through the allocation of grants, contracts, or cooperative agreements to supplement the salaries of new and early investigators who participate in it; NIH grants, contracts, or cooperative agreements should be awarded to participating entities, solely for the purpose of supplementing the salaries of such investigators; and the Food and Drug Administration (FDA) should engage the European Medicines Agency and other foreign regulatory entities during the formation of such network to encourage their participation and should continue to engage such entities, once such network becomes operational, to encourage and facilitate their participation with the goal of enhancing the network's global reach.

AI Summary

This Concurrent Resolution expresses the sense of Congress, meaning it conveys the opinion of both the House of Representatives and the Senate, that the National Institutes of Health (NIH), a U.S. government agency responsible for biomedical and public health research, should actively promote the creation of a worldwide network for conducting clinical trials involving children. To achieve this, the NIH is encouraged to provide financial support through grants, contracts, or cooperative agreements specifically to help cover the salaries of new and early-career researchers who join this global network. Furthermore, the resolution calls for the Food and Drug Administration (FDA), the U.S. agency that regulates food and drugs, to collaborate with international regulatory bodies like the European Medicines Agency (EMA) during the network's development and ongoing operation. This collaboration aims to encourage their participation and expand the network's global influence in pediatric research.
