This bill directs the Secretary of the Interior and the Secretary of Agriculture to require annual permits and assess annual fees for commercial filming activities on Federal land for film crews of five persons or fewer. Specifically, for land managed by the Department of the Interior (including the National Park System) and the Department of Agriculture, any film crew of five or fewer individuals, defined as anyone present on the land associated with a film production, must obtain a permit and pay an annual fee of $200. This permit allows commercial filming or similar projects in areas open to the public during public hours for one year from issuance, and no additional fees will be charged during this period. Film crews must notify the relevant land management agency at least 48 hours before entering the Federal land, and access can be denied if there's a risk of unmitigated resource damage, unreasonable public disruption, safety hazards, or if the filming involves models or props unrelated to the natural or cultural resources or facilities of the land.
