The report must evaluate the DOE's safety review and oversight capabilities, identify suitable sites for these prototypes, assess the DOE's and its National Laboratories' existing physical and technical resources for research and oversight, examine the effectiveness of current contractual agreements like cooperative research and development agreements, and analyze potential long-term costs such as security and decommissioning, while also considering other challenges, including those related to larger demonstration reactors.
