This bill amends the Public Health Service Act to grant the Director of the National Institutes of Health (NIH), a U.S. government agency responsible for biomedical and public health research, the authority to require recipients of NIH grants or financial support to share scientific data generated from their research for research purposes, provided that the research is fully funded by the NIH. However, this requirement is subject to limitations, meaning the Director cannot mandate the sharing of data if it conflicts with existing laws and policies that protect privacy, confidentiality, proprietary interests, business confidential information, intellectual property rights, and other relevant rights.
