In April of 2007, the Legislature enacted the CORE package of legislation that implemented various oversight and accountability measures for public school districts and administrators in those districts. One of the provisions of that legislation directed the executive county superintendent of schools to recommend to the Commissioner of Education a school district consolidation plan to eliminate all districts, other than county-based districts or kindergarten through grade 12 districts, through the establishment or enlargement of regional school districts. Another provision of that law directed the executive county superintendent to review the employment contracts of superintendents of schools, assistant superintendents of schools, and school business administrators, in accordance with standards developed by the commissioner, prior to the execution of those contracts.
