This bill authorizes county and municipal governments, along with their agencies and other public or private economic development organizations, to form regional economic development partnerships. These partnerships are intended to collaborate on joint regional economic planning and to create strategies for economic development or redevelopment, which can include supporting existing businesses, attracting new ones, offering incentives to keep businesses in the region, revitalizing areas, and sharing project costs. Businesses, educational institutions, non-profit organizations, and other entities within the region can also join these partnerships. Once registered with the New Jersey Economic Development Authority (NJEDA), these partnerships can access the authority's resources. If a partnership includes a public entity under the Department of Community Affairs, its agreement must be approved by that department before being certified by the NJEDA. All partnership agreements must establish a board to oversee their operations. These partnerships may be eligible for loans or matching grants for marketing and promotional activities to boost business growth. The bill also allows counties and municipalities to enter into less formal agreements for joint economic planning or projects, with these agreements requiring approval from the Local Finance Board.
