This bill, titled the Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Act, 2016, makes appropriations for these departments and related agencies for the fiscal year ending September 30, 2016, and includes several key provisions. It limits the salary and bonuses for individuals in the Job Corps and under the Employment and Training Administration to Executive Level III, prohibits the procurement of goods or services produced by forced or indentured child labor, and restricts the use of funds for grants under the American Competitiveness and Workforce Improvement Act of 1998 to competitive grants for training individuals over 16 not currently enrolled in school for occupations where H1B visas are used. The bill also allows for flexibility in the crossing of H2B nonimmigrants into the U.S. under certain conditions, permits the Secretary of Labor to transfer funds for technical assistance to Program Administration, and allows the Secretary to reserve funds for program evaluations and information technology purchases and upgrades. Additionally, it includes provisions related to the operation of Civilian Conservation Centers, prohibits the use of funds to implement or enforce a regulation on minimum wage for contractors on federal property for seasonal recreational services, and prevents the establishment of a proposed Office of Labor Compliance and the finalization or implementation of a proposed Fiduciary; Conflict of Interest Rule for retirement investment advice. The bill also details appropriations for various programs within the Department of Health and Human Services (HHS), including those for primary health care, health workforce, maternal and child health, the Ryan White HIV/AIDS program, health care systems, rural health, disease control and prevention, national institutes of health, substance abuse and mental health services, Medicare and Medicaid, and administration for children and families, among others. It also includes provisions for the Department of Education, covering education for the disadvantaged, impact aid, school improvement programs, Indian education, innovation and improvement, English language acquisition, special education, rehabilitation services, and career, technical, and adult education, as well as student financial assistance and higher education programs. Finally, the bill addresses general provisions, including restrictions on the use of funds for abortion, embryo research, and certain health insurance mandates, and includes provisions for related agencies such as the Committee for Purchase From People Who Are Blind or Severely Disabled, the Corporation for National and Community Service, and the Corporation for Public Broadcasting.
