AI Summary

This bill, known as the RECOVER Act (Reducing the Effects of the Cyberattack on OPM Victims Emergency Response Act of 2015), mandates that the Office of Personnel Management (OPM) provide comprehensive identity protection coverage to any individual whose personally identifiable information (PII) was compromised in data breaches affecting federal agencies. This coverage must be effective for the lifetime of the individual and include at least $5 million in identity theft insurance, building upon previous protections offered by the OPM. The affected individuals are those whose PII was compromised in a data breach of federal employee personnel records announced by the OPM on June 4, 2015, which originated from a network maintained by the Department of the Interior, or in a separate breach of OPM systems containing information related to federal employee background investigations.
