This bill, titled the Same Day Registration Act of 2015, amends the Help America Vote Act of 2002, a federal law designed to improve election administration, by requiring states that have a voter registration requirement to allow individuals to register to vote or update their registration at their polling place on Election Day itself, or on any day early voting is permitted for a federal election. This provision overrides a section of the National Voter Registration Act of 1993 that previously set deadlines for voter registration. The bill defines an "eligible individual" as someone otherwise qualified to vote in a federal election and mandates that states must comply with these new same-day registration requirements starting with the general federal election in November 2016. An exception is made for states that, under existing law, do not require voter registration for federal elections.
