This bill establishes a comprehensive regulatory framework for transportation network companies (TNCs), such as Uber and Lyft, and their drivers, aiming to enhance passenger safety and consumer protection. Key provisions include requiring TNCs to obtain a permit from the Department of Public Utilities (DPU), mandating that drivers be at least 21 years old, possess a valid driver's license, and undergo rigorous background checks including fingerprint-based national criminal history checks, sex offender registry searches, and driving record reviews, with specific disqualifications for certain criminal convictions or driving infractions. The bill also mandates that vehicles used by TNC drivers must be registered and insured as livery vehicles with at least $1,000,000 in commercial automobile insurance, undergo annual inspections, and meet age and condition requirements, while prohibiting "cruising" (driving around to solicit passengers) and requiring all fares to be collected through the TNC's mobile application.
