This bill authorizes the town of Norwood to grant one additional license for the sale of wines and malt beverages to be drunk on the premises, specifically for Minas Cafe Restaurant located at 1241-1243 Washington Street, overriding certain general laws that would otherwise prevent this. The license, governed by Chapter 138 of the General Laws, cannot be transferred to a different location, but it can be granted to a new applicant at the same address if they demonstrate good standing with the departments of revenue and unemployment assistance by showing all applicable taxes, fees, and contributions have been paid. If the license is canceled, revoked, or no longer in use, it will be returned to the licensing authority, which can then issue it to a new applicant at the same location under the same conditions.
