This bill proposes to amend Chapter 54 of the General Laws by adding a new section that establishes a "voter speed pass system" to reduce wait times at polling places. This system, to be implemented by cities and towns, will allow for the electronic scanning of voter information for check-in and check-out procedures, supplementing the existing manual system. The program will utilize software approved by the state secretary, which must meet high security standards, and will employ an electronic poll book, if available, to verify voter information. This verification will be uploaded directly into the commonwealth's voter registration information system, in addition to the current manual record-keeping.
