This bill authorizes the city of Marlborough to exempt specific positions within its school department from the Civil Service Law, which generally governs hiring and employment practices for public sector jobs to ensure fairness and merit-based selection. Specifically, positions classified under General Administrative, Clerical, and Office Services (Occupational Group 0300), Manual Labor (Occupational Group 3500), Food Preparation and Service (Occupational Group 7400), and Equipment, Facilities and Services (Occupational Group 1600) will no longer be subject to the Civil Service Law's requirements. However, this exemption will not impact the rights or employment status of anyone hired by the Marlborough school department before July 1, 2014, under the existing Civil Service Law. The act takes effect immediately upon its passage.
