This bill requires any individual, group, association, corporation, labor union, or other entity that is not already defined as a political committee but engages in "voter education activity" to disclose information about their donors. Voter education activity is defined as any action intended to inform a voter about a specific candidate, political party, platform, policy, or issue to influence their voting decision. These entities must electronically file a report within seven days of starting such activities, detailing their name and address, the total cost of the activity, and the names and past/present political affiliations of their board members, directors, managers, or employees involved in voter education. Furthermore, if these entities receive funds specifically for voter education, they must also report the date the funds were received and the name and address of the fund provider. These reports are to be filed with the director, as outlined in existing law.
