This bill establishes a "Special Election Guarantee Fund" to cover the costs for cities and towns when they hold special primary or special elections to fill vacancies for state senators or representatives in the General Court, which is the state legislature. The fund will be replenished by any unused compensation from these vacant offices and can receive additional funding through various methods approved by the General Court, such as direct funding or insurance policies. Importantly, any money left in the fund at the end of a fiscal year will not be returned to the general state budget but will remain available for future special elections, and expenditures from the fund will not be allowed to make it run out of money during a fiscal year.
