This bill, known as the "Modernized Voter Registration Act of New York," aims to streamline the process of registering to vote by establishing an automated system. It amends the election law to allow individuals who are qualified to vote and consent to registration to be automatically registered when they interact with certain state agencies. Specifically, this includes applying for or renewing a driver's license, non-driver identification card, learner's permit, or pre-licensing course certificate with the Department of Motor Vehicles (DMV), or when notifying the DMV of a change of name or address. Additionally, individuals will be automatically registered if they apply for, renew, or recertify services, or change their address with agencies designated in section 5-211 of the election law, provided they consent to the registration. This new system supplements, rather than replaces, existing voter registration methods.
