This bill, the Los Angeles Homeless Veterans Leasing Act of 2015, authorizes the Secretary of Veterans Affairs (VA) to enter into specific types of leases at the VA's West Los Angeles Campus. These leases can be for supportive housing, for services that primarily benefit veterans and their families such as health, education, and vocational training, or for a lease of up to 10 years to a California institution that has had a long-term medical affiliation with the VA at that campus, provided the institution primarily serves veterans and their families. The bill also includes provisions to ensure these leases are consistent with a master plan for the campus, comply with various laws, and require notification to Congress and annual reporting on lease agreements, with additional oversight from the Inspector General. Importantly, the bill prohibits the sale of property at the campus and clarifies that "principally benefit veterans and their families" means services exclusively for them or designed for their specific needs, not just those generating revenue for the VA.
