This bill revises how school districts are penalized if they exceed maximum class size requirements, shifting the calculation from individual class overages to a school-wide average when determining reductions to a district's funding for class size compliance. Importantly, instead of these reduced funds being reallocated elsewhere or added back to the district's general allocation, the bill mandates that the reduced amount must be spent within the noncompliant schools to help them meet the class size requirements. Furthermore, any district failing to meet these requirements must create a plan detailing how they will achieve compliance by the following school year, and this plan must be publicly accessible on the district's website and shared with the school advisory council of each noncompliant school, with the option for the noncompliant school to also post it on its own website.
