This bill modifies the rules for the Florida High School Athletic Association (FHSAA), the state's governing body for high school athletics, by allowing private schools to join as either full-time members or on a per-sport basis, and permitting public schools to seek membership in other athletic associations on a per-sport basis. The FHSAA is prohibited from taking retaliatory or discriminatory actions against schools that participate with non-member schools or join other associations for specific sports, and must allow private schools to maintain simultaneous membership in the FHSAA and other athletic associations. Additionally, the bill establishes a clear process for resolving student eligibility disputes, including an informal conference and a formal, binding arbitration process with a neutral third party if the dispute isn't resolved informally, and requires the FHSAA to provide literature to parents about the importance of preparticipation cardiovascular assessments, including electrocardiograms.
