This bill allows school districts in Florida to implement exceptions to certain educational facilities construction requirements under specific conditions. To do so, a district school board must hold a public meeting, starting no earlier than 5 p.m., where a supermajority vote is required to adopt a resolution approving these exceptions. Before voting, the board must conduct a cost-benefit analysis, using a recognized methodology, to demonstrate how the proposed exceptions will save money, improve resource efficiency, and impact the lifespan of facilities without compromising student safety or the quality of instruction. The bill also mandates at least one public workshop, also starting no earlier than 5 p.m., to discuss the proposed resolution and cost-benefit analysis, which can occur on the same day as the vote. The exceptions themselves relate to interior nonload-bearing walls (allowing fire-rated wood stud walls in certain areas), walkways, roadways, driveways, and parking areas (permitting gravel or grassed student parking), standards for relocatable classrooms (allowing installation without covered walkways to permanent buildings), and site lighting (exempting gravel or grassed parking from lighting requirements and allowing timers for other lighting to reduce energy use).
