The bill also makes the Payment in Lieu of Taxes (PILT) program, which compensates local governments for tax-exempt federal lands within their borders, a permanent program, and ensures its funding is no longer limited to specific fiscal years. Furthermore, it permanently authorizes and fully funds the Land and Water Conservation Fund (LWCF), a critical resource for protecting natural areas, improving outdoor recreation opportunities, and preserving wildlife habitat, by making its funds available without further appropriation and establishing a dedicated allocation for public access projects.
