This bill authorizes the city of Springfield to lease a specific parcel of land, approximately 148,409 square feet, known as North Riverfront Park, to the Pioneer Valley Riverfront Club, Inc. (PVRC) for up to twenty years, overriding certain general laws that might otherwise restrict such agreements. The PVRC will operate a community rowing and boating center on this land, and they will be permitted to charge reasonable fees for admission to facilities and participation in programs, subject to the approval of the Springfield Board of Park Commissioners. This authorization is made under Article Ninety-Seven of the Massachusetts Constitution, which pertains to municipal powers.
