This bill, the Mount Hood Cooper Spur Land Exchange Clarification Act, amends the Omnibus Public Land Management Act of 2009 to refine the details of a land exchange between the United States and Oregon concerning the Cooper Spur area on Mount Hood. Specifically, it clarifies that after the Department of Agriculture (USDA), referred to as the Secretary in the bill, approves the final appraised value of the federal and non-federal lands involved in the exchange, this value does not need to be reappraised for up to three years, unless significant damage to the land occurs due to events like fire or windstorms. The bill also expresses Congress's intent for the exchange to be completed within one year of its enactment and revises conditions for the transfer of land, including the reservation of a conservation easement to protect wetlands, a nonexclusive trail easement for public use, and provisions for equalizing the values of the properties being exchanged, allowing for adjustments in land area or monetary compensation to achieve this balance.
