This bill, the International Cyber Policy Oversight Act of 2015, mandates that the Secretary of State develop and release a comprehensive strategy for the United States' international policy concerning cyberspace. This strategy, which can include a classified annex if necessary, must be publicly released and presented to Congress. The strategy will review past actions to promote an open and secure global digital infrastructure, outline future diplomatic efforts to establish norms for responsible international behavior in cyberspace, analyze threats from other countries and actors to U.S. national security and infrastructure, examine policy tools to deter malicious cyber activities, and assess the resources needed by the State Department to implement these goals. The Secretary is also required to consult with other government agencies, the private sector, and relevant non-governmental organizations during the development of this strategy.
