This bill establishes a special commission to conduct a comprehensive study on the practical, economic, fiscal, and health-related impacts of changing Massachusetts' time zone from the Eastern Time Zone to the Atlantic Standard Time Zone, focusing on areas like local economies, education, public health, transportation, energy, and commerce. The commission will be composed of eight members, including legislative chairs or their designees from committees on economic development and emerging technologies, public health, transportation, and education, as well as designees from the executive offices of education, consumer affairs and business regulation, health and human services, and transportation. This commission is required to hold its first meeting by January 1, 2016, and submit its final report with recommendations to the state legislature by January 1, 2017, after which it will be dissolved within 180 days.
