AI Summary
This bill directs the Department of Energy, in consultation with the Department of State, to create a report within one year of enactment that proposes recommended methods for valuing United States energy security. This report, which will be developed after public input, must define energy security in the context of current domestic and global energy markets and the needs of the U.S. and its allies. It will also outline clear procedures and criteria for evaluating energy-related actions based on their potential impact on energy security, considering factors like consumer and economic effects, the diversity and resilience of energy supplies, the health of energy markets, the U.S. trade balance, and national security. Finally, the report will include a strategy for implementing these evaluation methods, ensuring they are applied consistently across the federal government and appropriately balanced with environmental considerations.
