This bill requires the Florida Department of Highway Safety and Motor Vehicles to create a new specialty license plate called "Vision For Excellence," which will have a $25 annual use fee. The revenue generated from the sale of these plates will initially go to Vision For Excellence, Inc., to cover the costs of developing and establishing the plate. After these startup costs are recouped, the remaining funds will be used by Vision For Excellence, Inc., to directly support programs, services, and activities for children in their youth development programs, with up to 10% of the revenue allowed for promotion and marketing of the plate and another 10% for administrative costs related to the programs.
