This bill directs the Department of Highway Safety and Motor Vehicles (DHSMV) to create a "Safe and Free Florida" specialty license plate, which will have an annual use fee of $25. The funds collected from these plates will be administered by the Department of Legal Affairs (DLA), which can use up to 15% for marketing the plate. The remaining funds will be awarded as grants to non-governmental organizations that provide essential services to victims of sexual abuse, exploitation, or trafficking, such as housing, medical care, counseling, and legal advocacy. Organizations receiving these funds are prohibited from charging victims for services and cannot use the money for administrative or capital expenses, and they must submit an annual attestation to the DLA confirming proper use of funds. The DLA is also tasked with adopting rules to implement these provisions.
