This bill authorizes the town of Charlton to impose an additional excise tax of 3 cents per gallon on sales of gasoline and diesel fuel, on top of existing state taxes. The revenue collected from this new tax will be deposited into a dedicated "Public Way Maintenance Fund," which will be managed by the town treasurer. Funds from this account can only be disbursed by a majority vote of the town's board of selectmen and must be used exclusively for the repair, maintenance, and upkeep of town roads and bridges. Any unspent money in the fund at the end of a fiscal year will carry over to the next, and any interest earned will also remain in the fund. Before this tax can be implemented, the residents of Charlton must vote to accept the act at a municipal election.
