This bill amends the FY2011 annual appropriations act to allow $2,000,000 in federal funds from the Temporary Assistance to Needy Families Emergency Contingency Fund to be used for the creation of a Statewide Youth Employment Initiative. This initiative, funded by federal money available through the American Recovery and Reinvestment Act of 2009 for specific purposes like "non-recurring short term benefits" and "subsidized employment," will be managed by up to three nonprofit organizations. To be eligible to run this initiative, these nonprofits must already provide after-school services for at least 20 hours a week for 10 months to income-eligible school-aged children, operate in at least 25 communities, and be Congressionally-chartered. To continue administering the program, they must implement curricula focused on career exploration and workplace readiness, offer programs outside of school hours, include training in areas like leadership, technology, academics, and health, and design programs for multiple locations.
