This bill mandates that the department of accounting and general services conduct a feasibility study and implement a four-year pilot project to explore "water scalping," which is the process of extracting usable water from sewage networks. The study will analyze the potential benefits, compatibility with existing infrastructure, cost projections for upgrades and new construction, and incentives for private industry. The pilot project will develop criteria for implementing this technology in state facilities and facilitate its installation and operation, with both the study and project required to submit reports to the legislature. Funding is appropriated for the pilot project, and the entire act is set to take effect on July 1, 2050.
